项目概况：开平11-4油田位于南海东部偏西海域，距香港西南约295km，开平11-4油田包含11-4区块（水深340-360米）、18-1区块（水深460-530米）。 开平11-4油田18-1区块开发项目采用"水下生产系统回接圆筒型FPSO”模式进行开发。分为1d（1d/1dSa）、2d(2d、5)两套水下生产系统分别回接至新建的圆筒型FPSO。开平11-4油田18-1区块计划2029年投产。本采办包采购的艉输系统将用于新建圆筒型浮式生产储卸油装置FPSO上。
Project Summary：The Kaiping 11-4 Oilfield i点击登录后可查阅ted in the west-eastern part of the South China Sea, approximately 295 kilometers southwest of Hong Kong. The Kaiping 11-4 Oilfield consists of Block 11-4 (with a water depth of 340-360 meters) and Block 18-1 (with a water depth of 460-530 meters). The development project of Block 18-1 of Kaiping 11-4 Oilfield adopts the mode of "subseaproduction system reconnection t点击登录后可查阅l FPSO" for development. 投标人为代理商时，应得到本次投标所投艉输系统制造商的唯一合法授权，并需提供以下材料（原件加盖制造商公章）：
在有效期内的制造商授权书。

Letter of Authority from Manufacturer within the validity period.

（2）★业绩要求Requirement for Bidder's reference:
投标人需满足以下所有要求：
★（1）投标人所投产品必须是成熟产品，自2015年7月1日至投标截止日（以合同签署时间为准），投标人应具有1个合同的艉输系统供货业绩，且提供业绩系统技术参数均满足单台设备外输量≥4000m3/h、配置储存外输软管（内径≥16”，长度≥200米）的技术要求;（2）投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括：1）销售合同和2）用户签字或盖章的到货验收材料（到货验收单或调试验收报告或其他可以证明合同项下货物已经到货验收的有效证明材料）。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、货物名称、外输量≥4000m3/h、配置储存外输软管（内径≥16”，长度≥200米）、用户签字或盖章的到货验收材料;（3）若业绩合同为年度协议，除提供年度协议外，还应提供相应的已到货订单，订单内容或编号应与年度协议相关联。同一个年度协议下提供1个或以上的订单及与订单对应的到货验收材料均算为1个有效业绩;（4）未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均视为无效业绩。★ (1) The products submitted by the bidder must be mature products. (3) If the performance contract is an annual agreement, in addition to providing the annual agreement, the corresponding orders that have arrived should also be provided. 10.提示Notes
投标人进入开标大厅后，需要进行签到操作，等待开标主持人指令。允许解密后，投标人点击解密按钮进行解密投标文件（需解密前在电脑上插入当前账号绑定的CA），输入正确的CA密码。（请注意：如投标人未在投标截止时间/开标时间前进行签到，原则上将无法进行解密，将被视为撤回其投标文件。）
The bidder need to sign in and wait for instruction issued by the host after entering the the virtual bid opening hall online. After the decryption is allowed,the bidder click the decryption button to decrypt the bid document(insert the CA bound to the current account o点击登录后可查阅puter before decryption) and enter the correct CA password.(PS:The bidder will not be able to decrypt in principle and be considered to withdraw the bid documents if fails to sign in before the deadline for the submission of bids or the date of bid opening.)
投标文件解密时限为60分钟。投标人未在上述解密时限内完成解密视为解密失败，根据电子招标投标办法的规定，视为投标人撤回投标文件。
The decryption time limit of the bid documents is 60 minutes.It's deemed to fail to decrypt when the bidder fails to decrypt within the given time. Under the circumstances, it's deemed that the bidder withdraw the bid documents according to the regulation of Electronic Tendering and Bidding Methods.
投标人对开标有异议的，应当在开标现场提出，招标人当场做出答复，并制作记录。未在线上开标现场提出的开标异议，不予受理。
Any objection to the bid opening raised by the bidder shall be raised at the bid opening site and the tenderee shall answer on the spot and make a record. It’s not accepted that the bidder has not raised objections at the bid opening site online.
